Concocted in the 1950s as part of “America’s love affair with the automobile,” cities and towns enacted parking minimums for new development, which have become a major barrier to walkable communities. Excessive surface parking pushes destinations apart, encourages driving, and creates hostile walking environments. The cost of parking structures drives up housing costs and encourages sprawling greenfield developments.
In recent years a growing number of cities have reduced or eliminated “parking minimums”, with positive effect. In Minneapolis, for example, the resident population has increased by 17% while “vehicle miles traveled” have fallen 2% since the law changed in 2021. It’s not just cities, bills are now being introduced at state and federal levels.
